Short summary – any non-citizen wanting any sort of flight training has to get TSA approval, and as well as the cost and hassle of getting the photos and fingerprints and stuff, there will be a several hundred dollar fee. Oh, and knowing the federal government, probably a 6 month wait for approval.

Does that apply to stuff like re-certifying your IFR rating and doing check-flights?
I’m not sure. There is a paragraph in there about “recurrent training”, but it only seems to apply to airline pilots, not to Biennial Flight Reviews and other causual instruction. The independant flight instructors who don’t operate out of flight instructors are going to scream bloody murder when they find out about this.
The answer is clear. Become a citizen.
