Extensively documented, and very customisable, but probably better for some "flavours" of website than others.

I like it for simple CMS sites, anyway.</description>

		<description>I have a user or two running xoops, and I'm not fond of it.  However, I've actually been less unhappy about the older version that they're recommending now (2.0.something), instead of the latest (2.2.something).

I've got another couple of users using PHP-fusion.  It seems to be really easy to set up, not terribly difficult to use, and doesn't keep me up as much at night worrying about security.  Not sure if it has enough features for you, though.</description>
