Everything you mention is possible in MODx. Check out the forums or documentation and you should be able to figure out how to do what you describe.

I use Typo3 for ICOMOS Canada (http://canada.icomos.org) and the Ottawa chapter of Save Ontario Shipwrecks (http://ottawa.saveontarioshipwrecks.on.ca). There is a web forum thingy in it, though I haven't added it to either site, yet.

I use Etomite on my company's website. Very easy to set up, very easy to use and yet easy to extend.

PHP isn't a no-no, I just don't trust it very much. Every time a friend with a Linux box gets rooted, it's usually because of a flaw in something written in PHP. It seems like it's the language that any idiot can write a web app in, so any idiot does.

That said, WordPress and Gallery are PHP, and I use both of them. As is MODX, for that matter.

The only CMS I know that provides those things with only little effort would be TYPO3 (typo3.org) but IIRC you mentioned PHP is a no-no...
